§ 15-27. Precollection requirements.

  • (a)

    Trash. Trash shall be placed in an approved container or, if dry and nonperishable, shall be bagged, bundled, packaged, boxed or otherwise bound, tied or secured into one-man loads, and then placed adjacent to and behind the curb or in front of the ditch adjoining the street for collection. A one-man load shall not exceed four (4) feet in length or general circumference or one hundred (100) pounds in weight. Tree limbs may be excluded from the bundling or packaging requirement if cut into four-foot lengths and stacked with the butt end toward the back of the curb in front of the ditch.

    (b)

    Leaves. Leaves shall be bundled, packaged or boxed into one-man loads and placed adjacent to and behind the curb or in front of the ditch, except during the portion of each year when special leaf collection equipment is in operation. During that portion of each year, leaves may be piled loosely adjacent to and behind the curb or in front of the ditch for collection by special equipment. However, such loose piles of leaves will not be collected unless they are free of trash such as broken glass, cuttings, cans or other debris that might damage collecting equipment.

    (c)

    Maintenance of containers. Every garbage or trash container required by this article shall be maintained in as sanitary condition as possible in view of the use to which it is put and shall be thoroughly cleansed as needed by washing, sterilizing or otherwise by the owner thereof.

    (d)

    Liquid garbage. Garbage and refuse should be drained of liquid substances and sacked or wrapped in paper before the parcel is placed in a container.

    (e)

    Prohibited items. In addition to the items specified elsewhere in this article, the following items may not be placed within the roll-out containers or other waste receptacles:

    (1)

    Aluminum cans;

    (2)

    Recyclable corrugated cardboard;

    (3)

    Recyclable rigid plastic containers that are required to be labeled as provided by G.S. 130-309.10(e) that have a neck smaller than the body of the container, and that accept a screw top, snap cap, or other closure;

    (4)

    Used oil;

    (5)

    Motor vehicle oil filters;

    (6)

    Antifreeze (ethylene glycol);

    (7)

    White goods;

    (8)

    Lead-acid batteries;

    (9)

    Whole scrap tires, as provided in G.S. 130A-309.58(b);

    (10)

    Wooden pallets;

    (11)

    Oyster shells.
